Consent Mode v2: technical implementation and measurement checks
A cookie banner lets website visitors express preferences about certain uses of their data. Consent Mode v2 is a Google mechanism that communicates those choices to its measurement and advertising tools. It is not the banner itself and does not replace a legal review.
Why does it matter to a business?
If the banner and measurement tools are not connected correctly, reports can be incomplete or the technical behaviour may not match the visitor’s choice. A visible rejection in the banner does not by itself prove the installed tools are behaving as intended.
What needs to work together?
The system managing preferences needs to communicate with the Google tools installed on the site. CMP means consent management platform, GA4 means Google Analytics 4 and GTM means Google Tag Manager. Installing these tools is not enough; their configuration and interaction matter.
There are two implementation approaches
In basic consent mode, Google tags are blocked until consent is granted. Tags are the pieces of code that run the tools on the website. In advanced consent mode, signals without cookies can be sent even when consent is denied, with behaviour adjusted to the communicated choices. Rejecting cookies does not therefore mean zero signals in every setup.
The implementation and assessment of data obligations should suit the circumstances of the business. Technical configuration alone does not certify legal compliance. See Google’s official Consent Mode documentation for technical details.
What should be tested?
Check the initial state before a choice is made, then acceptance, rejection and changes of preference. Tests should examine the banner and the signals sent by installed tools, not just the appearance of the buttons.
Also check that information reaches the correct accounts and that the same action is not counted twice. A button click and a successfully submitted enquiry should not be confused when the report is meant to count completed enquiries.
What should not be promised?
Consent Mode does not guarantee recovery of all missing data, more sales or better search rankings. Its role concerns the behaviour of Google tools in relation to consent and the measurement available under those conditions.
What should the handover explain?
You should know what was configured, which approach was used, which scenarios were tested and which questions need legal review. That gives you an understandable view of both the technical setup and reporting limits.
